Version 1.0 features Amsterdam, Paris, and London as the basis of either a game (free version) or to build a real-life European trip (planner version). With the addition of more cities in the future, your options to play the game or build a trip will become much larger. Eventually, we expect to see 15+ cities in EUROTOOT to allow you to build almost any kind of Europe itinerary involving the major European cities.
So let us know your feedback and we will work to release the 4th city sometime in early 2012.
